People in the comments are reporting that it's unlocking while doing non relevant activities, so if you're lucky it'll just pop with you basically playing the game. Only the specializations that launched with the game are needed. Update April 2020: if you don't get this chances are you are bugged, shouldn't be surprising as Massive introduces new bugs to their game with every update. Don't know what of that worked or if it made any difference but its worth saying.
It popped when the character customization started. I then deleted that second character and made another second and started base game. I started a second character with the year 2 boost, filled out all 3 original trees with all points and still got nothing. I had my main that had 2 specs that met the requirements. Update March 2021: Some people are saying you need to spend the whole 165 points now. I no longer play the game so can't keep track of how this unlocks with Ubi change things so often.
